I am also of the supremely pale variety and just recently purchased two new products which seems to be working pretty good:
Murad Oil-Free Sunblock Sheer Tint SPF 15: Good for everyday moisturizing and sun blockage. Squeezes out alarmingly dark but blends in fine. Seems to help with the blotchies. No breakouts.

I bought Bare Minerals and never really liked it. Then I heard about Everyday Minerals, which allows you to buy samples of their products for like FIVE DOLLARS. I got the fair set. I occasionally use it over the Murad product. Keeps me from getting too shiny, covers the blotchies even more than Murad alone. Also, no breakouts. The only reason I don’t use it everday is because of teh extreme lazy.

All this talk of primer and foundations on my face makes me wonder if I’m going to need a city permit and a contractor to get started.
The make-up tips were helpful but I think I’m gonna stick with my usual sunglasses and candy wax lips.
I can go no farther than eye make-up, and I don’t even do that right. I am very, very, very pale and the ladies at Ulta couldn’t even find a concealer light enough for me. So unless someone knows of miracle make-up, I’m SOL. (They tried the Bare Minerals stuff. It left yellowy blotchy spots.)
